Checklist & Installation

One-time setup guide for Windows PCs and Meta Quest 3/3S

This guide provides a step-by-step checklist to install and set up NOOR on Windows PCs and Meta Quest 3/3S devices. It includes system requirements, device configuration, and plugin installation for Unreal Engine.

System Requirements

  • PC: Windows 10 or 11

  • Headset: Meta Quest 3 or 3S (developer mode enabled)
     

Proteus NOOR Package (PNP) Contents​

Ensure the following files are present:

  • install_adb_win.bat (ADB installer)

  • NOOR_License_XR.dat (license)

  • NOOR111.apk (NOOR application)

  • DroidNoorSetup_1.0.exe (Droid N-00R installer)

  • NOOR and Chef NOOR (UE5 plugins folders)
     

Meta Quest 3 Setup

  1. Enable Developer Mode

  2. Allow Apps from Unknown Sources

  3. Install Meta Quest Developer Hub (MQDH)
    Meta Guide – MQDH Setup »
     

  4. Disable Quest Link
     

  5. Enable Passthrough

 

Install NOOR

Windows Administrator Permissions are required for a number of steps below. Unzip the PNP file
 

  1. Install Android Debug Bridge (ADB)
    - Run install_adb_win.bat from the PNP
     

  2. Install Droid N-00R
    - Run DroidNoorSetup_1.0.exe and follow instructions
     

  3. Install NOOR APK
    - Open MQDH
    - Connect Quest 3/3S via USB
    - After connecting, put on the headset, and accept a request to allow access to this device from your PC. If this popup does not appear, but MQHD continues to warn about accepting permission, just unplug and replug your headset into the PC. The prompt should appear.
    - Keep the headset connected to the PC for all following steps.
    - Back in MQHD, Go to Device Manager > Apps > Add Build
    - Upload NOOR111.apk
    (Alternatively, drag and drop the APK into MQDH – right side panel)
     

  4. Launch NOOR on the Headset
    (first time launch NOOR without license - DO NOT skip this step)
    - Open Library > Unknown Sources
    - Select NOOR
    (Once launched the first time, NOOR will appear in the Recent Apps bar)
    - Alternatively, Launch for the first time via MQDH
    - Once the app has booted successfully, you can close the app for now
     

  5. Install NOOR License
    - Open DroidNoor, this can be found in your start menu / desktop
    - Click About (bottom left) > Add License
    - Browse and select NOOR_License_XR.dat
     

  6. Install content via DroidNoor, and when ready, Re-launch NOOR on device
     

  7. Install NOOR + Chef NOOR Plugins in UE5
    (you can skip this step if you are not planning to use Unreal Engine)
    - Copy NOOR and Chef NOOR folders into your UE5 project’s /Plugins directory
    - Create the Plugins folder manually if it doesn’t exist
     

 

Updating NOOR

With a new .APK, Start from step 4 and complete all following steps.
